Mesdames et messieurs, 

J’ai le privilège et le plaisir de vous souhaiter la bienvenue au Maroc en espérant qu’en plus d’être studieux, votre séjour à Rabat sera aussi agréable que possible. En tout cas, soyez sûrs que nous ferons tout pour qu’il en soit ainsi. Je voudrais joindre à ce souhait de bienvenue l’expression de mes chaleureux remerciements au Centre de Développement et à la Direction des statistiques de l’OCDE, ainsi qu’à toutes les institutions internationales, régionales et nationales pour le temps et l’investissement intellectuel qu’ils ont consacrés à la préparation de cette rencontre et pour leur précieux apport à l’enrichissement de nos travaux.
Vous comprendrez que ces remerciements  s’adressent plus  particulièrement à Monsieur Mario Pezzini, directeur du Centre de développement  et à ses collaborateurs, ainsi qu’à Mme Martine Durand, directrice des statistiques de l’OCDE, auxquels je souhaite, au nom du Maroc et du Haut Commissariat au Plan, rendre un sincère hommage pour leur qualités personnelles de cœur et d’esprit et pour tout le profit que nous avons toujours tiré des recherches, études comparatives et synthèses des bonnes pratiques internationales élaborées par l’OCDE et notamment son centre de développement. 

C’est à la qualité de nos rapports avec ce dernier que nous devons  aujourd’hui l’organisation dans notre pays de cette conférence africaine sur la mesure du bien être et du progrès des sociétés dans le cadre de la préparation du Forum Mondial sur les «statistiques, connaissances et politiques» qui aura lieu en octobre 2012 à New Delhi sous le thème «Le bien-être pour promouvoir le développement et la mise en place de politiques efficaces ».

- Il est désormais reconnu que les activités humaines modifient la composition atmosphérique et, ce faisant le climat à une échelle globale.
- L’humanité est devenue en quelque sorte une « force de la nature», actrice à part entière des processus et équilibres globaux
- Ainsi, nous pouvons affirmer avec certitude que notre climat change.
- Ce qui est moins certain en revanche c’est le cadre temporel, les localités les plus affectées ainsi que l’ampleur des changements climatiques. En effet, très peu des données concernant les changements  climatiques sont disponibles en Afrique, en particulier au Niger.

Programme Director,

I am honoured to be addressing this august gathering that deals with matters of measurement yet I am humbled to be doing so in the prestigious Kingdom of Morocco, Al Mamlakah al Maghribiyah, in local dialect. I wish to salute the ancient dynasties of Almoravid, Almohad and Marinid who have created Marrakesh, which we, present day statisticians have come to epitomise in the development of statistics. It is in the Marrakesh Action Plan that we capture why statistics. If you allow me Programme Director, it is equally befitting for me not to forget mention of the illustrious Ahmad al-Mansur, who has not only given rise to the Alaouite dynasty, but who played a self-liquidating catalytic role by whilst growing Morocco to its zenith through conquest and astute diplomacy also caused its demise under the weight of debt and military  over-reach in foreign lands. 

In Africa, Morocco provides the most strategic geographic location ever, linking Europe and Africa in the midst of the Atlantic Ocean, the Mediterranean Sea and the Straight of Gibraltar. As King Hassan II once put it:

"Morocco is like a tree, whose roots lie in Africa, but whose leaves breathe in European air."

Given Morocco's geographic position, it still surprises many scholars and historians how the sultanate maintained its independence for centuries, also surviving being swallowed into the then powerful Ottoman Empire in the neighbourhood.
