This report by Chatham House's Rob Bailey aims to determine the lack of preemptive action against famine and hunger in the Horn of Africa and Sahel region despite mecanisms such as the Early Warning System. Too often, political considerations (mainly the desire not to intervene in a risky situation) prevents government from taking an early and decisive actions.This report considers in detail the various political, institutional and organizational barriers to translating early warning of famine into early action to avert it, and makes recommendations for how these can be overcome
